'Second Chance' First in Line to Take New Larger Premises

A local sporting goods company is expanding its business and has purchased new industrial premises in South Blackpool, reports commercial property consultants Robert Pinkus & Co.
Second Chance, sporting goods and golf specialists, are relocating from their current premises at Poulton Industrial Estate to a unit totalling 15,500 sq ft at the recently completed Piper Court, The Links at Blackpool Business Park, developed by Rok Developments. Robert Pinkus & Co. acted on behalf of the developers and Simon Lyons acted on behalf of Second Chance.
Second Chance have taken a total of four units at the development which will provide them with much needed additional storage and office space for their burgeoning company.

Booths Foodstore Wins Award for Preston HQ

The head office of leading regional retailer Booths has been ranked alongside some of the best commercial developments in the country.
The headquarters on Longridge Road, Ribbleton has scooped two prestigious architectural awards for its design at the Royal Town Planning Institute’s (RTPI) regional awards ceremony in Manchester. It was named the Best New Office Building and the Overall Winner at the Institute’s Annual Planning Achievement Awards 2009 earlier this month.
The RTPI judges were impressed by both the client's and the architect's vision for the design, external appearance and layout of the new office building, together with all the green elements which play a fundamental part in the functioning of the building.
Booths property Director Graham Booth said, “We wanted to create a comfortable, contemporary and efficient working environment for our employees and visitors, as well as provide a sustainable building of quality, both visually and operationally.”
The building was designed by Brian Soppitt of Farrell & Clark Architects of Leeds, West Yorkshire. Robert Pinkus was an active member of the development team behind the project working alongside Donald Clark Architect, Steven Abbott Associates, Buro Happold and The Eric Wright Group.

Leading Business Process Outsourcing Firm Takes More Space at Blackpool Business Park

An international business process outsourcing firm have taken 8,259 sq ft of new office premises at a flourishing business location in Bispham, Blackpool.
Balfour Beatty Group, a world-renowned engineering, construction, services and investment business who already occupy the second floor of the three storey G25K building at Faraday Court, have taken further office space on the ground floor, from Landlords Gladman Developments. Joint agents King Sturge and Robert Pinkus & Co. are marketing the remaining floor of the buillding.
An estimated 65 jobs will be transferred to the Blackpool Technology Park site providing a welcome boost to the business park and surrounding local community. National Stockbrokers Invest in Blackpool Business Park

A nationwide firm of stockbrokers has snapped up new premises for their Blackpool office at a Blackpool Business Park.
Hargreave Hale Ltd. are moving part of their Blackpool operation to larger new premises at Neptune Court, Whitehills Business Park, from their existing offices at Springfield Road in Blackpool town centre where they have been located for over 40 years.
The firm which specialises in stockbroking and investment management have taken a total of 8,000 ft2 at Block Three, Neptune Court from developer Lanceshire Ltd. on a five year lease at an undisclosed sum. Construction of Block Three Neptune Court was recently completed to a high specification, giving the new tenants the opportunity to work with the developer and to finish the unit to fit their own design and unique internal requirements.
Hargreave Hale has six offices around the UK including London, Bangor, Carlisle, Worcester and Lancaster and employs 85 staff at its Blackpool branch. The new tenants commenced trading from their new home before Christmas, only eight weeks after first having viewed the property.

Retail Space Fully Let at New Garstang Development

The new Booth’s mixed-use town centre development at Cherestanc Square in Garstang is now running at full retail capacity with all available space being fully let prior to completion of building works, reports market agents Robert Pinkus & Co.
All four of the additional shop units at the new complex and the former Booths supermarket building have been successfully let to a varied mix of new tenants with a further 5,608 sq ft of space currently under offer for the first floor offices above the shops.

Fat Face Signs to Marketgate Scheme in Ripon

Maple Grove Developments Ltd. has signed leading active lifestyle clothing brand Fat Face to their mixed use city centre development at Marketgate, Ripon, leaving just one unit of 9,838 sq ft over two floors available at the scheme.
High street retailers Fat Face will take 2,124 sq ft at the development on a new 15 year lease at £45,000 per annum, boosting their presence to 170 stores across the UK and Ireland.

Civil Engineering Firm Chooses Docklands for New Offices

One of Britain’s biggest civil engineering firms has expanded its Lancashire base after relocating to offices on Preston docklands. Birse Coastal, part of Birse Civils Ltd., owned by engineering firm Balfour Beatty, has sub-let the 3,216 sq ft office unit at King Edward Quay VII, which is let to its parent company by private international investment company Topland Group.

A company specialising in careers advice and personal development has signed a deal to take prime office space at a landmark building in Preston city centre as its new Lancashire base.

PROPERTY DEBATE RASIES CONCERNS OVER TITHEBARN

Joe Assalone, Partner at Robert Pinkus & Co. recently took part in a property debate where the regeneration of Preston city centre and the proposed Tithebarn Scheme was top of the agenda.
The event brought together a panel of property experts from Preston’s business community at the second annual Leader’s Lunch in association with Yorkshire Bank and The Lancashire Evening Post. The discussion was held at the Lancashire Business School at The University of Central Lancashire on Tuesday 17th February. The hour-long debate was broadcast live on the Lancashire Evening Post’s website and members of public were invited to post their questions to the panel.
The industry professionals agreed overall that the Tithebarn Scheme would be excellent for the future of the city and would bring massive investment and employment opportunities if it came to fruition, yet, it was currently fraught with controversy, causing mass uncertainty and a promoting an overall lack of confidence in the city.
In a call to reduce the ambiguity surrounding the scheme, Joe Assalone pressed developer Grosvenor to show direction and offer some commitment to demonstrate that they were still dedicated to the development.
Joe said, “I can understand why they (Grosvenor) won’t buy property in advance of gaining planning consent, but the lack of commitment shown by Grosvenor by not coming to the table to talk to the individual occupiers/businesses that are struggling, and continue to struggle, needs to be addressed. The longer it goes on I can see the whole of that side of the city getting worse and worse in terms of empty and dilapidated properties. Church Street landowners can’t invest in their properties. Others won’t invest in that area because they can’t get planning consent because its part of the Tithebarn regeneration scheme. Similarly, our clients who want to sell their properties can’t because no one will buy it, because there is only one purchaser (Grosvenor) who won’t come forward.”
Concerns were aired by the panel about buildings in the area that are being left to go to rack and ruin as property owners are being left in limbo and unable to make any plans for the future. Current landowners have taken forward alternative proposals to the Council only to be knocked back on the basis that this blue print for the city is going to happen. Michael Conlon from Conlon Construction said, “The area is continuing on a downward spiral. There are buildings we can see where weeds are growing out of windows.”
Frank McKenna, Chairman of lobbyist group Downtown Preston in Business agreed that landowners in the Tithebarn regeneration area have suffered long enough over the last 9 years. He said, “A dialogue needs to be happen almost immediately with those concerned and it is the City Council’s prerogative to open those doors.”
Experts further warned that it would be a massive blow to the city if the scheme was delayed further following objections raised from Blackpool and Blackburn Councils. Frank McKenna continued, “If the planning application is called in by the government it will add another 12 – 18 months to the finishing time. This could put some of those businesses affected out of business. MP’s such as Jack Straw need to look at bigger picture. The issue isn’t just about impacting on Blackpool and Blackburn retail. There is plenty of work in this scheme not just for Preston but for businesses right across the County.”
In addition to local MP’s looking at the benefits of the scheme for Lancashire as a whole, Managing Partner at Harrison Drury solicitors John Chesworth hopes that if the Secretary of State has to affirm the planning permission without a lengthy public enquiry, it does not pander to the parochial concerns of the neighbouring councils. John believes that, “Every effort should be made to lobby the government to speed up the planning process to bring forward much needed investment for the area, whilst bringing an end to the uncertainty for long suffering businesses in the Tithebarn area.”

NEW LEGISLATION AFFECTING PROPERTY OWNERS

From 1st April 2008 The Rating (Empty Property) Act 2007 will come into force and these major proposed legislative changes may have financial implications in respect of your property interests.
Changes to Empty Rates for Non Domestic Property
Current Situation: RETAIL - 3 months exempt then 50% rates until re-occupied. OFFICE - 3 months exempt then 50% until re-occupied. INDUSTRIAL - 100% exempt.
Proposed change as from 1st April 2008: RETAIL - 3 months exempt then full rates payable. OFFICE - 3 months exempt then full rates payable. INDUSTRIAL - 6 months exempt then full rates payable.
In all cases there must be a minimum of 6 weeks occupation before a fresh exempt period can commence. It is also important to note that if, at 1st April 2008, an exemption has been in place for either 6 months (industrial property) or 3 months for all others, the exemption will cease.
In respect of new developments, Local Authorities have powers to prevent owners from not completing properties in order to avoid rates by serving them with a completion notice specifying a deemed completion day. They are also seeking to clamp down on intermittent occupation after the exempt period to avoid the 3 or 6 month exemption applying again after a 6 week occupation.

Historic Preston windmill powers investor interest

Robert Pinkus & Co. is marketing the city’s only surviving windmill at Craggs Mill, on Moor Lane and is expecting the historic landmark to go for more than £200,000. The five-floor property, currently in shell form is suitable for a wide variety of uses including leisure, residential and commercial, subject to the necessary planning consent.
The mill is in a prime location, close to shops, restaurants, bars and the university. Built in 1760 it was surrounded by open fields at the heart of Preston’s agricultural industry. It lost its sails in 1880 and has been used for everything from a piano workshop to a garage and an overflow prison. During the war it was even used as a cinema where punters paid for their tickets in jam jars! |

Laboratories sell for a ground-breaking sum

Acting on behalf of the vendor, Robert Pinkus & Co. has negotiated the sale of a former laboratory on Navigation Way on Preston Docklands to an owner-occupier for £820,000. The 4,978 sq ft detached office building that has been empty for over five years will soon be given a new lease of life. The new owners will be undertaking a major refurbishment project on the property to create modern open-plan office accommodation on both the ground and first floor. The property also has 28 designated parking spaces within a landscaped site.

Network Camera now at Neptune Court, Blackpool, gives user ‘real time’ camera control
